Piquing interest for a blog

An online friend is wondering how to create more interest in his blog. I believe he's on the right track; he keeps the topic upbeat, takes photos, reins folks in when necessary, asks for participation, has a created a team. I feel like I need to be able to think more like a younger person to weigh in on this.
Fran and I think Lise, too, have a list of blogs they read on a regular basis. I don't know how often they "participate" and I don't know what drew them in initially. I think of blogs like a conversation. If I have something I'd like to add, no matter how trivial, I usually do.
No electronic word or images from the Kruising Kluvers this morning. Guess I better get moving and quit waiting.

I don't really participate in the blogs I read unless I know the people running them. I mostly just read because its a topic of interest and the content is specifically interesting and well done from my point of view. If you want to draw attention to your blog, I think you need to advertise some how. You need to put your blog out there on other related sites and have easy access to subscriptions, be searchable through blog search engines, have links back to Digg.com, reddit.com, and other places to share stuff.

He's creating a network of sorts - links to other blogs that link back to his. It's a local blog about local stuff and so he has ads for local restaurants. He was wondering how to get more participants in things like the Eat Salem nights. I told him that maybe voting on under appreciated places and then trying to pick a night to fill them up. Is that the kind of thing that would appeal to people?
